Defunding The Police is An Oxymoron.
For far too many people saying that you want to defund police departments is a bridge too far. I live in Michigan and I have been talking about police reform for decades.
Our Governor could take a giant step in leadership by instituting major police reform in Michigan. I’m going to share the blueprint for that reform right here. Share it with her and ask her to be the first in the country to move aggressively to build the necessary reforms.
We require many of our professions in Michigan to be licensed. Those include lawyers, Doctors, Dentist, CPA, and nurses. We need to require that graduates of that graduates of MLEOTC certified training academies be licensed upon graduation. That licensing procedure would require a state exam and a continuing learning requirement that required that every officer receive a minimum of 10 hours in new learning every 24 months.
Once licensed a police officer terminated for cause would have their state license revoked and be prohibited from working in any police agency within the state.
A state database of disciplinary actions against officers would be established and maintained by a newly created state agency. A state Czar of police reform would be appointed and report directly to the Governor. The appointee could not be someone who had held a law enforcement role within the previous ten years.
Any officer with three disciplinary actions for use of force within 24 months would be subject to a twelve month probationary period. Any subsequent disciplinary actions for use of force within that 12 month would subject that officer to immediate dismissal and revocation of their state license.
Every officer would be subject to a psychological evaluation every 24 months. Problematic psychological evaluation results could result in the development of treatment plans and removal from field duty. An officer refusing psychological evaluation or ordered treatment could be terminated for cause.
These policy changes would dramatically improve community based policing. They would bring long needed reform to the process and make it possible for good officers to more effectively do their jobs.
Governor Whitmer could establish herself as a national thought leader by moving to implement these reforms. Share them with her.
